請問Eligibility ID 就是要填candidate id是嗎？

然後First 4 Letters of Last Name ，假設我資料是留xx-xx Cheng

那我就是填Chen

填完之後有個注意事項寫The identification number entered was not recognized,
Please try again
是指我的CANDIDATE id還沒被active嗎？是不是一定要等收到確認信才會active呢？
