小弟想請問大家
今天普考國文的公文題目: 台北市政府復函行政院
到底是上行函還是平行函???
某知名補習班的擬答是上行函(因為他用鈞府+蓋職章)
但台北市政府跟行政院不是屬於平行機關嗎?
(如果題目是問台北市教育局跟教育部，我知道是上下關係)
還請高手解答 感恩^^
PS:對了，如果是平行，請問是要用"貴"院還是用"大"院阿?
(換言之，行政院算是平行機關，還是平行上層機關?)
