First - you must have a nursing license issued by a E.U. member.
Then you will need to convert your license to the local country (if needed).
You will also need to be excellent in the local language.
Once you have all these, you can check with the country's immigration department to see the requirement.
Addition:
The easiest way is to get educated locally.
Taiwanese's qualification is difficult to get recognized due to language barrier.
