拿南韓來做一個比較
四大經濟指標:
1.經濟成長率(%)

你可以發現南韓調基本工資的幅度都高於前一年的經濟成長率(只有2011年例外)而且年年
調漲(根本像台灣的物價);反觀台灣的調整幅度,只有2010、2013、2014年略高於前一年
的經濟成長率,其它年度的調幅皆低於前一年的經濟成長率。
這顯示一個態度,相對於南韓資方,台灣資方吝於分享經濟成長果實!
3.消費者物價指數
南韓如此的調薪幅度,受到影響的是CPI指數(基期2010年)─2008年為94.52直至2015年
的109.81,通膨率16.17% #1,台灣從2008年的96.2增至2015年的103.7,通膨率7.79%
#6,南韓的通膨率是我們的兩倍左右。
值得觀察的是,南韓從2012年之後,調整基本工資的幅度都在6%以上,但2012年之後的物
價反趨穩定,通膨率都在2.19%以下。#7
4.失業率
台灣失業率從2008~2015都在4%~6%之間徘徊 #8
反觀南韓2008~2015失業率最高才3.7%(2010年) #1
綜上所述,南韓的通膨率雖然是我國之兩倍,但最低工資的調整幅度卻有我國的四倍,失
業率也穩定低於我國。若再輔以BIS版的REER(有效匯率指數)CPI-based來看#9,在2008~
2015年期間,我國與南韓在此指數上雖互有高低,但南韓不但波動較大,且近兩三年來都
在將近110左右徘徊,而我國相對穩定在100上下。(指數上升表示匯率走強)按理來說相
對於台灣的出口價格競爭優勢,南韓是比較不利的。但這幾年同樣是出口導向國的南韓經
濟成長率有比較(台灣)差嗎?薪水有比較低嗎?失業率有比較高嗎?
沒有嘛!
低薪問題出在誰身上,就很清楚了,而政府絕對是幫兇!試問讓一個人花五千萬買一台進
口的跑車、和讓5000個人各花一萬在國內消費,哪一種比較可能為台灣的經濟注入活力?
結論:
上面八個年度的最低工資調整幅度,假設每年被偷掉了2%(譬如5.47%→3.47%、2%→0%)
那麼這八個年度下來,以2007年的最低工資17,280來做基數,再以2%複利八次,得到的差
額2,966就是被偷掉的薪資。每年2%你不會有感覺,但是連續八年慣老闆們就會很有感覺,
因為若是把少掉的(應該給的)2,966加回來,那麼這次調薪的基數應該是$22,974,而非
$20,008。這種情形是不是也可能發生在你任職的公司?(譬如以國家沒有調整當年度基
本工資為由,要你相忍為公司而暫停年度調薪一次。)
這樣子對於慣老闆們會發生什麼事?
就表示長年使用的22K起薪將再也不存在啦!(至少對合法雇用的業者來說是這樣,假設
願意守法的比非法的多←這應該很難統計吧。)所以其實往年慣老闆在嘩咻(台語)的都只
是為了讓最低工資晚一點達到22K,他們真正擔心害怕的是突破22K那一天的到來,因為
這樣所有合法雇用22K的老闆們,要嘛就得提升自己,動起來轉型或是做企業內部革新,
再不然就只能尋求外部協助來增強體質,再也無法慣下去,否則以後每次調薪都有自己的
分,撐不下去就會被淘汰,少數鋌而走險轉為非法雇用的,在現今勞檢越趨頻繁與資訊透
明的時代之下,遲早也會被揪出來。
別說22K對你沒影響,人力成本整體墊高之後,企業便不得不對人力資本的價值從上到下
重新審視(連帶的結構或可能調整),不同企業間的比價效果也會逐漸顯現(當時的22K也
是從這樣的效應而廣為流傳的),如同漣漪的擴散那樣,最終或大或小影響到每個個人。
對照前面的經濟四大指標,說每年被偷2%還算是很保守的估計吧?!
