服務業業績不到不能休假? - 職場

我朋友在光華商場的某家店工作
月休六天 工作時間(平日)10:30~21:30
(假日)10:30~19:30
大概三個月之後每天都有需達成的業績
從一月開始,公司就跟他說要是排休前一天業績沒有到就不能放假
我知道這樣的服務業都有需達成的目標
可是用禁止休假來懲罰員工,是合法的嗎?
