沒有缺額怎麼辦 - 普考

板上各位大大好，先祝大家都能進榜
小弟在此一問，本人從去年才開始準備
今天半夜的時候才看到考選部發布的消息
有關於今年高普考的缺額
發現普考的「商業行政」沒有缺額！沒有缺額！
想請問的就是說：
（1）是不是今年沒開的類別就不會開了，因為3/15開始報名，如果沒那個類別，就算有增列也沒人考
（2）承上，所以報名之後是不是還能改類別？
