疑似規避勞健保的狀況 - 打工

想請問大家,以下的打工內容應該要有勞健保嗎?
工作時間:10:30-21:30 (平日)
09:30-21:30 (假日)
為期大概快兩個月,月休六天,一般假日和國定假日禁休。
地點在政府設立的某園區內,由某本土量販企業代招募
(為什麼台灣不管蓋甚麼建設,裡面都會變成商城啊(?! XDD
日薪1100,餐費補助另計。
工作內容可能是為各廠商銷售或其他園區內事務,但薪資皆同。
說明會中,主管表示此工作為「承攬合約」
申明 不提供勞健保 ,僅保意外險

上述提到的工作有制服、也必須遵從上下班時間、配合禁休,
跟一般承攬合約只要工作成果符合雇主要求的情形有點不太一樣,
我自己是覺得此職缺偏向勞務為主,
採用雇傭關係對勞方保障會多一些,
就算是懶得給年終和福利,用派遣方式找人,通常也都還有勞保啊
不太懂為何招募者指出因為是代廠商招募所以只能給承攬合約這點
想請問是否有類似狀況的打工者呢?
