我的想法是：
按照行政程序法92條之規定，行政處分的要件有一是相對人雖非確定，可得特定，那這
兩題的相對人應該都是雖非特定，可得確定，所以兩個答案都應該是行政處分?
懇請版上的神人幫忙解釋!!! 小弟感激不盡~
