請教英文文法問題 - 特考

我當初會選擇2的原因是認為原句應該是:

This American patriotic holiday which is celebreted by most of the states

and the U.S. territores.

將關係子句變成分詞片語，去掉which和be動詞，保留過去分詞，

故得出2的答案。參考書中解答是選2，

但我在想如果不這麼複雜拆想這句的話，我直覺也是認為1可行，

不知這問題究竟出在哪裡???
