想問一下(a)(b)選項的疑問

should=ought to 都是shall的過去式

前面句子有yesterday要用過去式

那為什麼(a)(b)選項不行呢?

另外(a)(b)選項跟(c)選項翻譯起來有甚麼差別呢?
