這句的句子結構是主要子句+when條件子句(從屬子句)，先從這句看吧~

througt with the plan.意思是說當他在任何時候都不是有意實行犯罪，那麼
Defendant was not convicted of conspiracy to commit a crime(
直譯：被告不能被控以故意犯罪，法律用語：被告主觀上欠缺故意)
整句加起來都不懂的問題，應該是沒把英文句子的結構搞清楚(五大句型)，把這點搞懂了，
其他的就只是法律概念的問題。

是的~司法機關是裁判機關，廣義來說也算是執行國家法律，但執行法律的主要机關
還是行政機關(administrative agency)，且題目已經有暗示"administering"(行政)，
所以答案不可能是司法機關，除非是像resolve disputes arising from the parties
(解決當事人紛爭)這類的keyword，才能選司法機關。
