主管不給假 - 請假

大家好,
我的狀況是這樣的,
從3月開始到現在我陸陸續續共請了5天的特休,
都半天半天休 +半天的病假,
都有提前告知,正常的流程都有跑,
問題來了,小弟在上個禮拜五請了一個小時的事假,
在請假的過程中主管跟我說我最近請的假太多了,
跟我說下禮拜開始""不能請假"" (小弟做到5月結束),
我聽到之後非常不服氣並回應並問說:「為甚麼不能請」?
主管便回覆我說:
「因為部門目前人手不足,大家都很忙你卻常常在請假,是不是很不負責任」?
特休是依法雇主"必須" 要准假的吧?
如果不能換成等值的薪水就違法了,
事假的話勞基法是有規定一年內不得請超過14天的事假,
並基於合理的理由情況為前提,
但是,爬文之後請事假的情況下勞基法並無規定資方一定要准假,
模糊地帶來了,
我下禮拜三有私事必須請假,但是主管一定會不准,
如果我將請假的mail發出並當面告知,
但是主管不簽名的話,我還是禮拜三不來上班,
假如、如果、if,
公司方面如果將我以曠職論我可以站得住腳並向勞工局申訴嗎?
