〔記者楊綿傑/台北報導〕公務機關甄選人才也要與時俱進!考試院推動考選制度改革精
進,大方向上也包括「用人機關參與選才」機制,考試院指出,長期以來有「考用落差」
批評不斷的情形,這會是未來關注的改革重點,而這必須要有周延的制度規劃、細緻的社
會溝通,目前會持續蒐集外界意見。
考試院於今舉辦92週年院慶座談活動,以「用人機關參與選才的機制探索」為題,由秘書
長劉建忻主持,並邀請政大公行系兼任教授暨行政院人事行政總處人事長施能傑、台大政
治系教授彭錦鵬、以及考選部長許舒翔擔任與談人,分享實務經驗及改革構想。
考試院長黃榮村致詞時表示,政府機關如何透過選才機制,拔擢優秀且合適的人才,是重
要課題。現行的高普初考考選程序,用人機關的參與權受到極大限制,甚至完全沒有任何
參與的角色。相較於其他先進國家,因第一線的用人機關無權參與選才,產生外界長期以
來「考用落差」批評不斷的情形。
黃榮村說,提高用人機關在選才過程的參與,可以彌補筆試所無法達到的篩選效果,走向
先進民主國家政府的選才制度,結合大學與民間機構人資部門的豐富與多元經驗,來精進
國家考試用人制度,不過此議題需要有周延的制度規劃、和細緻的社會溝通。
施能傑提到,目前用人機關在初任公務人員選才機制上的參與程度很低,機關用人之前沒
見過擬任人員,放眼其他國家或民間部門都很罕見。他建議未來可從錄取人數較少的考試
、或有特定主管機關的職系先做起,仍維持公開競爭的方式,各考試類科通過者,列冊依
序推薦給用人機關組設委員會進行口試,並由考選部扮演監督的角色,確保客觀公平。
彭錦鵬指出,目前國考取才主要均為筆試一途,已不敷現代社會及用人機關所需。以韓國
為例,採用口試的時間及比例均逐年增加。且國考現況採筆試,僅可測出應考人的記憶與
理解能力,但對於邏輯分析、推理、表達能力等完全無法測出,可說是在取才上效度不足
。
許舒翔認為,目前用人機關在國家考試選材機制上,已有間接程度的參與,例如海委會成
立後新增的類科,在應試科目、命題大綱及職能分析上,均有請該會表示意見;此外,考
試院及行政院、司法院刻正研議中之法律專業人員資格及任用條例草案,亦有強化用人機
關之選才權限。
許舒翔建議,現行制度下,未來可針對已採分階段考試類科,強化口試階段用人機關的參
與程度,例如遴聘用人機關之高階主管擔任典試委員兼口試召集人。至於其餘類科考試,
則應循序漸進,並強化社會溝通。
劉建忻強調,適度擴大用人機關參與選才,避免一試定終身,確實能使國家考選用人更能
做到適才適所,也更符合時代的潮流。「強化用人機關參與選才」是考試院接下來關注的
改革重點,未來將不定期舉辦一系列的活動,就用人機關參與國家考試選才機制廣泛討論
