《平均地權條例》修法草案初審過關,內政部代理部長花敬群稱明年房價跌10%,新北市
不動產開發商業同業公會副理事長黃文辰直呼:「建商利潤才15%,下修10%我們不就GG(
完蛋)了?」對於預售屋禁換約也認為應增設排外條款,「平轉、賠錢賣不算炒房吧?」
更表示私法人購屋許可制萬萬不可,「現在是共產國家嗎?」
換約賠售不算炒房 籲再思考草案子法
黃文辰今(29)日針對《平均地權條例》修正草案對未來房市的衝擊提出看法,認為政府
應先思考適不適當,例如限制換約、轉售的問題,一來若是平轉、賠錢賣,「這應該可以
吧?不算炒房吧?」
且若買方工作出狀況、自己或親屬經濟困難時,或婚前購買卻因感情生變無法結婚,或貸
款規定異動導致原合約名義人無法獲貸時,法律卻禁止換約,加以現在單身、少子化下,
二等親親屬越來越少,建議應有三等親條款,並增設排外條款,只要秉持不炒房、不獲利
原則,仍應保有財產自主的權利。
私法人購屋許可制萬萬不可 重創民主形象
至於私法人購屋採取許可制,黃文辰更直言「現在是共產國家嗎?」他解釋,不少高資產
族以公司名義買房,主因是只要有賺錢盈餘,向銀行貸款無須準備很多信用佐證,又有節
稅效益,「當然會傾向用公司買」,因此認為此制度萬萬不可,可能重創民主台灣形象,
絕對會引起民怨反彈。
有媒體詢問內政部代理部長花敬群提及,打炒房條例通過後,明年房價跌1成,黃文辰指
出,「這是花部長的理想!但跟現實有落差,應該是期待開價過高的建案下修、投資客倒
貨出來,這是合理的,我也很支持」,但因為營造成本高,目前建商普遍利潤才15%,如
果要所有建案都下修10%,「我們不就GG了?」
開價過高將下修 市場好壞看個案表現
黃文辰認為,打炒房條例雖短期將影響房市,對買方造成觀望,但投資客早已被政府打完
了,接下來就看個案表現,只要是合理開價、合理規劃和建材的建案,「CP值高的房子,
還是可以賣得好」。
黃文辰指出,建築業扮演台灣經濟火車頭,影響百萬人產業,這次修正案缺乏公聽會溝通
,若倉促上路恐重創產業、傷害國家根本。他也建議政府應努力提高人民薪資,並將房地
合一稅徵得的高額稅收挹注到社會住宅的興建,給年輕人一個交代。
