新進員工第一個月薪資只發放最低薪資是否違法? - 加班

如題 最近求職有兩間公司讓我特有印象
a公司 資本額ㄧ億多,人資說公司預計年底上櫃(但目前連上興櫃都沒有),財會責任制 無加班費 隔周休(南部嘛 以此公司的風評 我想頂多25k-27k),到職未滿兩周離職以最低薪資下去計算薪水
b公司 資本額四億多 興櫃公司,財會有加班費 26k(可能會出差甚至派駐至大陸)周休,到職第一個月薪資為最低薪資 做滿兩個月會補發差額 反之則無 第三個月正常 試用期後不ㄧ定會調薪
以上述兩間公司發放薪水的方式 是否有違法之虞?
以前求職沒遇過這種狀況 頂多試用期ㄧ個薪水 試用期過都會上調 還是現在都流行這樣 聽到人資這樣說都三條線了==
