Basically, your question is about the process of how company get moeny to

finance their projects. This process which is so called indirect finance is

only part of financial decisions in corporate finance. In the process of

indirect finance, company shows the project and asks the investment bank

to raise money. Then, investment bank would evaluate the project and try to

raise moeny from investors. Hence, investment bank is a intermediary

institution and investors provide money. Consequently, you can call the

investors are buyers because investors provide money and get securities.

Company is a seller because company sells securities and obtains moeny from

investment bank. As mentioned, investment bank is a intermediary institution.
