問題:勞工保險局受內政部委託辦理農民保險業務，
並為保險人所為處分，應向下列何機關提起訴願?
(A)內政部 (B)農委會 (C)行政院 (D)財政部
答案為(A)
想法:訴願法第7條:無隸屬關係之機關辦理受託事件所為之行政處分，
視為委託機關之行政處分，其訴願之管轄，比照第4條之規定，
向原委託機關或其直接上級機關提起訴願。

(若無上級機關才會向原委託機關吧)
所以我認為本題應視為內政部之行政處分，其訴願應向內政部之上級機關，
也就是行政院，提起訴願。 但答案卻是寫內政部，難道我的推論錯誤?
