被強迫休特休 - 薪水

初次發文,請大家多多包涵.我們公司是中南部的新創公司
之前我們公司會固定在7月放暑假2天,並給予旅遊津貼,但這是以延長上班時間換來的,現在因為一例一休,不能夠以這樣的方式挪用.
最近透過開會的同事,以及電話再詢問公司工會關於今年暑假的決策,發現他們沒有經過所有員工同意只派工會代表就跟人資部達成協議要強制扣大家2天特休當暑假,若沒特休或特休休完的人就要被強迫請事假,雖然不會被扣考績,但還是會被扣薪水.
請問版上大家,公司可以只以公會代表決定,就強迫扣特休嗎,不需要經過所有人員同意嗎,這樣合理嗎,目前公司並沒有公告,只有公會人員電話告知,再麻煩大家指教,謝謝大家!
