根據行政院主計總處統計,2015年台灣有68%的受雇者月薪不到4萬,且有38%的受雇者每
月薪資在3萬元以下。國民黨立法委員曾銘宗29日表示,企業應該要擔起責任,除了合理
分紅給受雇者外,更應主動公布薪資水準,才能讓企業間保持良性競爭。工商團體則回應
,若公司將薪資水準公布,可能會造成嚴重的勞資對立,更會形成惡性挖腳。
曾銘宗29日舉行「上市(櫃)公司公布薪資水準及調薪情況之可行性」座談會,邀請經濟
部、勞動部、工商協進會、全國工業總會、全國商業總會、中小企業總會、證交所、櫃買
中心等單位代表,一同研討台灣受雇者低薪問題,並探討上市(櫃)公司公布薪資水準及
調薪情況的可行性。
曾銘宗表示,造成台灣普遍低薪的因素包括老闆少分享盈餘給員工,1991年老闆分享盈餘
給員工比率有50.9%,到了2014年降為43.9%;此外,教育政策失靈,大學畢業生激增,也
造成社會新鮮人普遍低薪。
針對解決低薪的方法,曾銘宗提出幾項策略,包括鼓勵企業將盈餘分配給員工,規劃適宜
的加薪減稅措施與配套方案;檢討高等教育政策,建議推動多元化的高等教育;配合經濟
發展,合理調整基本工資;推動產業升級,提高競爭力。此外,他也表示,去年上市櫃公
司自願公布調薪情況者僅179家,是否強制公布值得討論。
工商協進會副秘書長邱一徹表示,將低薪問題歸責於企業並不公平,他認為,目前全球的
薪資景況都不佳,政府應該要改善的是大環境問題,而非究責企業。此外,邱一徹指出,
若公司將薪資水準公布,可能會造成嚴重的勞資對立,更會形成惡性挖腳。
工商協進會律師孫小萍更補充,年輕人才外流,主要原因是為了培養國際觀,不一定是因
為薪資過低。而關於是否強制公司公布薪資水準,她認為,薪水是屬於總體經濟問題,若
政府強制立法,反而會直接干涉公司營運,甚至暴露員工個資。
對此,曾銘宗回應,孫小萍對於薪資的觀念是她的個人經驗,但從資料上可證明,台灣低
薪問題是不爭的事實。曾銘宗呼籲,企業應該要擔起責任,除了合理分紅給受雇者外,更
應主動公布薪資水準,才能讓企業間保持良性競爭,並使台灣整體薪資環境提升。
