I thought you would be interested in learning about an important matter
which has developed with regards to the Taipei Society of Investment Profess-
ionals. This matter is separate and apart from, and does not affect, your
candidacy in the CFA Program.
The Taipei Society of Investment Professionals (TSIP) was admitted as a
Member Society of CFA Institute in February 2000. In August 2003, there were
two elections held for the board of directors of TSIP and two boards of direct-
ors were elected. CFA Institute has not been able to determine which board, if
either, is a properly elected board under Taiwan law.
Section 3.14 of the CFA Institute Bylaws permits the Board of Governors of
CFA Institute to terminate a society's membership in CFA Institute. The Board
was advised of the situation in Taiwan, the competing board elections, and the
inability to be certain of the election process. At its meeting on 4 February
2005, the Board of Governors approved the revocation of TSIP's status as a
Member Society of CFA Institute. On 9 March 2005, the Board also approved that
the requirement for applicants to apply to a member society as a condition of
regular membership in CFA Institute is suspended for applicants resident in
Taiwan until a new member society is recognized.
Revoking the TSIP's membership status enables the formation of a new CFA
Institute Member Society in Taiwan, if such an organization is desired by CFA
Institute members there. If this interest is clearly expressed by a sufficient
number of members, then proper elections could be held. The elections would
be supervised by CFA Institute representatives and conducted in such a manner
as to ensure that all charterholders and regular members claiming membership
were given the opportunity to vote.
I would welcome and appreciate any comments or questions you might have
on this development, specifically whether or not you are in favor of the
