離職檢舉舊公司跳槽同業新公司的看法 - 職場

最近朋友有一些勞資問題(勞健保跟薪資),
打算離職以後去檢舉公司,
他有打電話去勞工局諮詢,
勞保局的態度很消極,一直說請他跟公司私下調解,
申訴公司頂多罰款意思意思,當然前面高薪低保的損失是不會補回來,
(除非他上調解委員會走民事)
健保局同勞保局,不會罰款,只是要公司把差額補足,
最後是勞退6%的申報,打去勞委會,他們比較積極,
幫他查低保提播同時也請他直接申訴,
因為該公司沒多少人所以匿名一定也會被發現,
所以他想直接放大決和現任公司上勞工局,但跳槽的新公司是相關同業,
現任這家的產業說大不大說小不小,
以後新舊公司碰頭的機會也不是說沒有,
請問他這樣做會被舊公司抹黑或被業界封殺嗎?
懇請大家給一些建議
補充說明:
我和朋友都是去年畢業的,進入職場約莫快一年半,
我在室內設計公司工作,朋友也是在相關產業但不同縣市
該為了前途叫他不要那麼衝動嗎..
