特休請教 - 離職

有鑑於最近會跟公司提離職
開始"比較"關心自己的權益
才發現到有些不合理的地方
我是2015/03/09到職
照理說 我今年1/1~3/9前會有 7*3/12=1.75天
2017/3/10 到 2018/3/9 會有新制滿兩年的10天
可是看這幾個月薪資條特休天數都是在7天
根本沒有改成新制
偷問了一下同事怎麼回事 才知道
今年過年前一天經理在全員開會時(我請假)
說大家投票表決一下要使用新制還是舊制特休
隨後投票前補了一句:如果大家要新制的話就不能臨時請假 會很麻煩
結果風向就被帶到了沿用舊制的特休制度
想請問
1. 這樣的表決是否有效?
2. 如果無效 那我在3月前休了2.5天 多休的天數是不是能扣在3/9之後的特休?
