政府管太多:彈性放假「全球只有台灣有 - 請假

景氣悶,全民拼經濟,此時若碰到彈性連續放假,企業營運火力可能中斷,怎麼辦?部分
廠商對政府行之有年的彈性連假措施,不以為然,「依照行政院人事行政總處的作法,只
要彈性放假,就可能徒增廠商困擾與成本支出,這種作法只對公家機關有利」。
「耗損台灣競爭力」
一家位於科學園區的光電廠商舉例,今年台灣有115天假期,不過春節、清明與中秋落在
周四,因此就得彈性調整放假,之後再補班與補課,台灣政府一直強調要與世界接軌,不
過光是彈性調整放假,根本就是在耗損台灣的競爭力,更別說因為假期而創造的消費需求
。
該公司主管指出,除非是颱風、地震等天災被迫放假,這種為了所謂便民而彈性調整放假
的模式,全球大概只有台灣才有,而休假的員工,並非人人都能去玩,且又要找一個周六
補班,上班效益並不好,「需要連假的人,自己就可以請假,不必政府代為安排」。
員工根本無心補班
據了解,為方便彈性放假,原須上班的周一(可從周六連休到下周二)或周五(可從周四
連休到周日)須配合一併休假,很多企業員工為配合國外接單與生產業務,仍要到公司上
班,特別是許多雙薪家庭,因擔心子女學校放假而乏人照顧,須費心安排。
另一方面,股、匯市為配合補班,要在周六「補」交易,但全球主要股、匯市當天都休市
,企業的海外客戶也休假,員工根本無心上班,費時又擾民。
科學園區公會理事長謝其嘉則建議,園區多數公司必須配合國外客戶,這種順應民意、為
放假而放假的表面假期,多數廠商並不樂見,希望政府在拼經濟的考量之下,不要造成企
業太多困擾。
政府回應
對於業界意見及呼籲,副人事長張念中僅表示,現行彈性放假的作法,均經過相關部會研
商,並與各大工商團體討論過,提交行政院核定後實施,這些年早已形成慣例,遇到國定
假日,若逢周二或周四均彈性調整休假。
